This is related to the way routers process packets when TTL reaches zero value and ICMP TTL exceed message is created. First if a page were inaccessible I would take steps to ensure I did not have a DNS issue and would probably check the accessibility of that page from another location. If you oversimplify that which you do to such a degree, it is really no wonder you do not understand the real issues as indicated below.&lt;BR/&gt;&lt;BR/&gt;As for internet peering, those traceroutes posted here are only a FEW OF MANY traceroutes I have performed from many locations. Many of these peering arrangements are most probably filled with telephone traffic that is having some form of QOS applied and therefore receiving priority on those interconnections. If those interconnects are tied up with telephone traffic they are no longer viable internet peering routes!&lt;BR/&gt;&lt;BR/&gt;Your case of Avantel/Telmex obviously is the EXCEPTION, and not the rule, and you still have abnormally high latency indicated in that traceroute which exemplifies the peering saturation issue!
